As a substitute for of flinging a huge wad of cash at some artist chosen by a few sophisticated types whose choice may or may not stand behind the test of time, I would rather see money spent at the “opportunity” end of the spectrum: knack-spotting of gifted young artists, stipends for study, competitions sacrifice opportunities to take part in workshops or fund space in ateliers, funds for mobile exhibitions to bring Canadian art to small cities and towns in rule to inspire and educate people who rarely or never visit galleries and museums. I would give big tax breaks to people and companies that donate outstanding art to the state.
